It reads: "Entered according to Act of Congress, by J. A. Howells, in the year 1860, in the Clerk's Office of the District Court of the United States, for the Northern District of Ohio. Published by J. A. Howells, Dealer in Fancy Envelopes, Jefferson, Ashtabula Co. Ohio." The envelope/cover is light beige and is approximately 3 1/4" tall by 5 3/8" wide.
